Kaistern was originally a human traveller. He met up with Lykouleon, becoming friends with him without even discovering he was the Dragon Lord. He received the Blue Dragon Crystal and became the Blue Dragon Officer, Secretary of Foreign Affairs. His duty is to travel to various nations and ensure good relations outside the Dragon Castle and act as a diplomat. Having been a wanderer, Kaistern dislikes rules and being told what to do. He does things that he wants to do instead, ignoring the fact that he may break rules in the process. He enjoys traveling and being on his feet, and he's constantly running from place to place with little rest. Even at the Dragon Castle, he's running around to avoid Alfeegi's constant lectures.

As he is extremely friendly, Kaistern makes friends well. He and Alfeegi are constantly bickering over things that he apparently does wrong, and he is often saved by Ruwalk in such situations. Kaistern cares more for Rath than anyone else and understands Rath's feelings and wants to help Rath understand things that seem unclear to him. Kaistern is often worried that Rath will get injured or cause himself harm in some way or another. It is his deep longing to be able to protect Rath that leads him to seek the Wind Dragon to save Rath's life — a journey only he and the Dragon Lord are aware of.

Two gaidens actually give a lot of backstory about him, Crescendo and CONFESSION - Rath, though the latter is more about his relationship with Rath, especially when he was younger.

SPOILER:

His deep love for Rath causes him to sacrifice his own life force to revive Rath, resulting in his own death in volume 12.

Also, well not so much of a spoiler, but Kaistern does make a cameo appearance later in volume 26 in the form a flashback when Rath was a younger child, and Rath also talks to him before reviving for the final time in volume 25, saying that he will be all right.
